Working session between Project Management Unit of Poscis and Sponsors

On December 3rd, at the GIV headquarter, Poscis and sponsors worked on the implementation progress of 2013 component projets and 2014 Plan. Attending the working session included H.E Mr Nguyen Hong Giang, Head of Department – Director of Poscis; PMU officials. Representatives of sponsors included H.E Mrs. Carol Backman, the First Secretary, in charge of Development Cooperation, Swedish Embassy; and representatives of Canadian and Danish sponsors.

At the working session, Mr. Nguyen Hong Giang reported that the Program had expeditously implemented the 2013 approved activity plan and budget. The 2013 plan and budget could achieve higher results in comparison with 2011, 2012. Basing on the remaining 2014 budget committed by sponsors, Poscis PMU guided the Component Projects to develop the 2014 activity plan; the Poscis PMU would complete and send to the sponsors for comments and approval.   Referring to the coming activities, Mr. Giang said that Poscis PMU would speed up the progress and continue to implement the 2013’s activities plan and budget; continue to inspect, supervise 02 Component Projects of Ministry of Planning and Investment and Ministry of Internal Affairs; cooperate with consultative units to direct the Component Projects complete the 2013 review observation report; perfect the 2014 plan to submit to the sponsor and GIV leaders for approval before 31/12/2013.   While presenting some issues for discussion and opinion reception from sponsors, PMU also presented the great demands of budgets for carrying out activities at the end of 2013 and required the Swedish sponsors to disburse the remaining budgets of 2013 as committed; time for checking and taking over the payment after Swedish sponsors withdrew from the Program; time for audit of fiscal year 2013 etc.      Representative of Swedish sponsor said that Swedish would transfer the remaining sponsor budget for activities execution as committed; Canadian sponsors affirmed that they would discuss and answer specifically and looked forward to receiving a completed report on the whole period of Program implementation time. 

Speaking at the working session, Mrs. Carol Backman said that there had not been specific answers to some raised issues and expressed the hope that all the efforts in sponsoring would achieve good results.
