19th ASEAN-PAC Secretariat Meeting

At the invitation of the Cambodian Anti-Corruption Unit (ACU) - the current Chair of ASEAN Parties Against Corruption (ASEAN-PAC), from 16-17 August 2023, the Government Inspectorate of Viet Nam Delegation attended the 19th ASEAN-PAC Secretariat Meeting in Siem Reap, Cambodia. Attending the meeting were about 25 delegates from 10 ASEAN-PAC member agencies.

In his opening remarks at the meeting, H.E. Mr. Om Yentieng, ACU President expressed his expectation that ASEAN-PAC member agencies would continue to cooperate further to overcome post-Covid pandemic difficulties together and especially those in anti-corruption work of ASEAN.

Under the chairmanship of Mr. Panha Orn, Assistant to the ACU President, the delegates adopted the meeting agenda with the following main working items: Adoption of the Minutes of the 18th ASEAN-PAC Secretariat Meeting; Brief update on activities during the ACU Cambodia’s ASEAN-PAC Chairmanship; Discussion on the draft ASEAN-PAC E-Booklet and the modalities of launching the E-booklet; Discussion on modalities to support Timor-Leste Anti-Corruption Commission (CAC) to become the 11th ASEAN-PAC member agency when Timor-Leste officially becomes the 11th member of ASEAN; and Update on the preparation for the hosting of the 19th ASEAN-PAC Principals Meeting by Laos State Inspection and Anti-corruption Authority (SIAA).

The meeting then focused on discussing the details of the draft ASEAN-PAC E-booklet prepared by ACU, which is also the activity included in the 2023-2025 ASEAN-PAC Action Plan. All members expressed their recognition of ACU’s efforts when preparing the details of the draft E-booklet. The draft ASEAN-PAC E-booklet contains the following main contents: General introduction of ASEAN; Formation and development of ASEAN-PAC; General information and a summary of Anti-Corruption Laws of respective member agencies; and General information about the Heads of ASEAN-PAC member agencies. At the meeting, the delegates detailed comments on the layout of the E-booklet, the content of information and the detail level of the information provided in the E-booklet. Following, delegates discussed modalities to launch the E-booklet. Members agreed upon that they would continue the discussion on the draft E-booklet in the coming months.

At the meeting, in reporting on the ASEAN-PAC activities under ACU's Chairmanship, ACU representative expressed that during the past 9 months, ACU had successfully hosted the 18th ASEAN-PAC Principals Meeting with the highlight of the signing ceremony of the revised ASEAN-PAC MOU; successfully organized, in collaboration with the United Nations Office on Crime and Drugs (UNODC) and KPK Indonesia, the ASEAN-PAC Capacity Building Workshop in Indonesia; on behalf of ASEAN-PAC attended an online meeting with the International Foundation for Electoral Systems (IFES); on behalf of ASEAN-PAC attended the online 15th Coordinating Conference for the ASEAN Political-Security Community (ASCCO 15); on behalf of ASEAN-PAC attended the 6th and 7th ASEAN Association of Entities Conferences; and hosted the 19th ASEAN-PAC Secretariat Meeting.

With regard to supporting Timor Leste CAC to become the official 11th member agency of ASEAN-PAC, delegates unanimously observed that it would be completely positive as regards to CAC’s ASEAN-PAC membership when Timor Leste officially becomes the 11th member of ASEAN and the Timor Leste CAC expresses its desire to become the 11th member agency of ASEAN-PAC.

Updating members on the time and venue of the upcoming 19th ASEAN-PAC Principals Meeting, representative of SIAA Laos informed that the meeting would be hosted in December in Vientiane, Lao PDR.

The meeting ended successfully under the chairmanship of ACU, achieving the set goals, contributing to further strengthening the solidarity and cooperation of ASEAN-PAC member agencies. As an entity associated with ASEAN, ASEAN-PAC has done and will definitely make further efforts in the coming time to enhance the group's image, position and role, take advantage of opportunities to cooperate with other associated entities to strengthen the sustainable development, contributing to building a peaceful, prosperous and corruption-free ASEAN.
