Meetings within the framework of the implementation of the United Nations Convention against Corruption (UNCAC) from 12-16June 2023

Implementing Decision No. 188/QD-TTCP dated May 16, 2023 of the Government Inspectorate, the Government Inspectorate Delegation attended the 14th session of the Implementation Review Group and the 14th session of the Open-ended Intergovernmental Working Group on the Prevention of Corruption from 12-16 June 2023 in Vienna, Austria.

 

The meetings took place in 5 days, under the chairmanship of Mr. Amr Adel Hosny (Egypt), the appointed President of the Conference from 14 to 16 June 2023 with attendance of about 250 representatives from 103 member countries. In addition, there were representatives of European and Latin American regional agencies and organizations and agencies of the United Nations, and observers of intergovernmental associations and organizations.

This session of the UNCAC Implementation Review Group and the Open-ended Intergovernmental Working Group on Prevention of Corruption gathered information and discussed a number of issues related to the implementation of the Implementation Review Mechanism; the progress of the implementation of the national obligations of the Member States; the implementation of a number of resolutions adopted by the Conference of the Member States and the need for technical assistance.

The meeting devoted considerable time for the Secretariat to inform the Member States of the progress made to date by the Member States on their national obligations and to discuss the issues facing during the transition period between the assessment and post-assessment. Subsequent discussions focused on three specific issues associated with the resolutions issued by the Conference of Member States, including: Interlinkages between preventive and law enforcement approaches; Strengthening the role of supreme audit institutions in the prevention of and fight against corruption; and Good pratices, lessons learnt and challenges in periodically evaluating the efficiency and the effectivity of anti-corruption measures and policies.

At the meeting, the delegates basically agreed to approve the meeting report and identify issues that need to be prioritized for discussion in the coming time, specifically: Codes of conduct for public officials (Article 8, UNCAC), Private Sector (Article 12, UNCAC), Participation of society (Article 13) and Measures to prevent money laundering (Article 14).

The Viet Nam delegation fully attended all the sessions and met with the Vietnamese Ambassador to Austria on the sidelines of the meeting to discuss Vietnam's anti-corruption work and implementation of the United Nations Convention.
