Vietnam Delegation’s Activities At The 5th Conference Of The State Parties To United Nations Convention Against Corruption.

The 5th Conference of the State Parties to United Nations Convention against Corruption(COSP5) was held at Panama from 25-29/11/2013. The Vietnamese Government’s senior inter-branch delegation leaded by Deputy Inspector General Tran Duc Luong attended the Conference and carried out many activities.

Speaking at the joint discussion session, H.E Mr. Tran Duc Luong highlighted the important role of the UNCAC in both global and local anti-corruption works. In September, 2009 Vietnam ratified the Convention and issued the Plan on the Implementation of the Convention closely attaching to the National Strategy against Corruption by 2020. These policies are vital to Vietnam’s mid-term anti-corruption work. The Delegation Leader informed the Conference with recent results of Convention Implementation progress such as considerably comprehensive legislation framework on anti-corruption which primarily met the obligatory requires stated in the Convention; positive changes in the effectiveness of law implementation and the work cooperation among anti-corruption agencies. During the first Phase of Assessment Mechanism of Convention Implementation, Vietnam completed the National Report on the Convention Implementation (2011-2012), successfully participated in the assessment of the Convention Implementation of the Republic of Austria (2012-2013) and has been actively participating in the Assessment of China and Congo’s Convention Implementation (2013-2014).In the orientation of the future Convention implementation work, H.E Mr. Tran Duc Luong reaffirmed the Vietnamese Government’s commitment in maintaining the efforts in Convention implementation with priorities such as continuing the completion of legislation framework, enhancement of legislation implementation and promotion of international cooperation under the Convention framework as well as involved multilateral cooperation fora.

Ending the speech, Vietnam’s Delegation Leader made some recommendations to the Conference in which he insisted on the importance of information and experiences exchanges among the State Parties to the UNCAC, the promotion of technical assisstance for developing parties with difficulties in resources for implementing the Convention practically and synchronically to the national socio-economic policies. The speech attracted the concern of the Conference and many state parties expressed the support to the opinion and recommendations of Vietnam.

The Conference will continue the Agenda with 06 plenary sessions; simultaneous meetings of Assessment Group, the Intergovernmental Working Group on International Cooperation,  Asset Recovery; unofficial Consultative meetings and many seminars.
