Government Inspectorate Delegation attended the 41th APEC ACTWG Meeting
Upon the invitation of Chairman of APEC Anti-corruption and Transparency Working Group (ACTWG), GI Delegation headed by Mr. Trần Đăng Vinh, Director General of the Department for Legal Affairs attended the 41th ACTWG Meeting and APEC High-level Dialogue on Anti-corruption Cooperation (AHDAC) held from 30 July to 1 August in Incheon, Republic of Korea.
The 41th ACTWG Meeting was chaired by H.E Mrs. Min Sungsim, Director General of Anti-corruption Bureau, Anti-corruption and Civil Rights Commission (ACRC) of Korea, Chairwomen of ACTWG 2025. The meeting gathered more than 70 participants from 21 APEC member economies.
Important information and agenda items shared and thoroughly discussed
On the first working day, ACTWG members focused on updating their anti-corruption progresses as well as the implementation of UNCAC and other international commitments. Besides, members were also informed of ACTWG’s activities in 2025 by the Chairwoman, updated on the completion of ACTWG and ACT-NET 2026-2029 TORs and on the ongoing APEC projects (Chile and Peru project on database and website). The whole group finally discussed on cooperation with international organizations and were informed of the hosting of APEC 2026 by China.
AHDAC brought about the opportunity for participants to discuss on such important issues as cross-border anti-corruption cooperation, enhancement of private sector’s engagement for further promoting integrity and anti-corruption education cooperation. The Dialogue lasted for two days.
Besides member economies’ representatives, the Dialogue was also attended by international organizations such as OECD, UNODC and representatives from some enterprises.
With the aim of further supporting the 2023-2026 ACTWG Strategic Plan for strengthening public-private relationship as well as raising awareness on business ethnics initiatives for APEC SMEs and boosting up the collaboration with APEC SME Working Group, the Dialogue was divided into 3 sessions, focusing on following topics: strengthening the application of Artificial Intelligence, block chain and big data technology in detecting corruption and case management; cross-border protection of corruption whistle blowers; supporting SMEs in anti-corruption efforts; strengthening the application advanced technologies in integrity education, developing regional anti-corruption education and training network; etc.

Presenting at the 41th ACTWG Meeting, GI Delegation shared recent progresses on Viet Nam’s anti-corruption, focusing on the economy’s efforts to improve the anti-corruption legislation, effectively implement measures on preventing, detecting and sanctioning of corruption acts as well as UNCAC provisions.
In the first 6 months of 2025, Viet Nam continued to amend and promulgate a series of legal documents such as the Law on Inspection, the Law on Government Organization, the Law on Organization of Local Government, the Law on Extradition, the Law on Data, the Law on Public Investment, etc.; reviewing and issuing more than 6,800 new documents for the purpose of guiding the implementation of the Law on Anti-Corruption and other related laws whereby eliminating the overlapping and loopholes, ensuring the greater unity, transparency and effectiveness in anti-corruption.
The highlight is that Viet Nam has rearranged state agencies in a streamlined, effective and efficient manner. In particular: Reducing the number of ministries, ministerial-level agencies, and government agencies (from 30 to 21, reducing 5 ministries and 4 government agencies); Rearrange and merge provincial administrative units (from 63 to 34, reducing 29 provinces); abolish district government level; rearrange commune level (from more than 10,035 communes, now reduced to 3,321 communes). Ministries and provincial departments themselves have also been organizationally restructured and streamlined.
Viet Nam has accelerated and taken initiative in corruption prevention, with particular focus on: publicity and transparency in public function performance; control of public officials’ assets and income; development and implementation of norms, standards and mechanisms; public administration reform; science and technology application, in order to prevent group interests and the abuse of position and power. The results show that more than 190,000 people declared their assets and incomes, nearly 1,300 agencies were examined in the aspect of their declaration and public disclosure of assets and incomes, more than 4,200 officials were rotated with work positions, more than 6,700 documents on norms, standards and mechanisms were reviewed, revised, supplemented and issued, 131,318 public administrative procedures were applied. All these demonstrate our great efforts in preventing corruption.
In the first half of 2025 alone, the inspection and examination activities conducted by the inspectorate system have detected violations worth nearly 130,000 billion VND (nearly 5 billion USD) and more than 700 hectares of land; imposed sanctions on administrative violations with an amount of 1,875 billion VND (nearly 72 million USD); recommended to competent authorities on imposing administrative sanctions on 671 groups/units and 2,596 individuals; transferred 118 cases with signs of criminal violation to the investigation agency for investigation. In particular, the inspection work has expanded to the field of waste prevention - a potential cause of corruption - such as through the recent inspection of 02 key health projects, with a waste of 1,200 billion VND (nearly 46 million USD) detected.
The reviewings and recommendations made by international experts on Viet Nam's National Assessment Report in the 2nd review cycle are the important information in the process of implementing the National Strategy on Anti-corruption and Anti-negativity to 2030, specific groups of solutions for the implementation of UNCAC, helping Vietnam improve the level of compliance with Chapter II and Chapter V of UNCAC in particular.
The Anti-corruption Law has expanded its scope to the non-state sector, including raising awareness and responsibility of enterprises in anti-corruption; implemeningt code of conduct, control conflicts of interest, and transparency and publicity in business operations; applying technology and public administration reform to facilitating citizens, enterprises, limit direct contact between public servants and citizens, and minimize the risk of corruption.
In coming time, Viet Nam continue the completion of anti-corruption legislation, focusing on revising and supplementing the Anti-corruption Law, Law on Denunciation, especially regulations on controlling assets and incomes of officials holding position and power, working position rotation, stolen assets recovery, whistle blower protection etc. Viet Nam will continue synchronously implementing corruption prevention measures, at the same time focus on corruption detection and sanctions and strengthen the international cooperation on anti-corruption along with UNCAC implementation to promote the Viet Nam’s anti-corrution effectiveness.
