Developing a digital Government to repel corruption and wasteness

Prime Minister Nguyen Xuan Phuc recently presided over the Launching of the National Reporting system, the Center for Information and Direction of the Government and Prime Minister and announced the 1,000th online public service on the National Public service Portal.

The event is an important highlight in the process of building and developing e-government, demonstrates the determination to reform the administration, promote the application of information technology in management activities, gradually eliminates the paper-based work, and changes the direction method to a non-paper Government one.

After more than 8 months of operation, the Portal has connected with 18 ministries and agencies, 63 localities, and 8 banks, payment intermediaries, e-wallet service providers. It integrated and provided 1,000 online public services with nearly 56.4 million views and more than 220,000 registered accounts and more than 14 million synced files and more than 260,000 records processed online.

Total social costs saved when implementing public services are estimated at more than VND 13,000 billion a year, of which, the National Public Service Portal contributes over VND 6,700 billion a year.

On the same day, the Government Office announced the integration of three online public services that are of interest to citizens and businesses on the National Public Service Portal, including:

  • The 1,000th public service: Declaration and payment of registration fee and submission of automobile registration declaration form;
  • The 999th public service: Registration of adjustments to compulsory social insurance, health insurance, unemployment insurance and reports on labor changes; and
  • The 998th public service: Payment of compulsory social insurance, health insurance, unemployment insurance and compulsory insurance for work accidents and occupational diseases.

Right at the Center for Information and Direction of the Government and Prime Minister, Prime Minister Nguyen Xuan Phuc had a virtual meeting with leaders of some localities and agencies, including: Binh Phuoc, Quang Ninh, Thua Thien - Hue and the National Center for Search and Rescue Coordination.

The Prime Minister emphasized that building and developing a digital government is an inevitable trend, aiming to enhance the openness and transparency of the Government, and repel corruption and wasteness, contributing to promote economic growth, improve business environment, improve competitive capacity and social labor productivity and is the right way to develop a strong and prosperous Vietnam, affirming that 2020 is the year of national digital transformation, the year that kicks off the process towards a "digital Vietnam".

Regarding the National Public Service Portal, the Prime Minister required to complete the integration of essential public services such as import-export, land, construction, mineral, tax, administrative violation handling, hospital fee, tuition fee ...; continue upgrading the Portal’s functions to ensure better services for people and businesses. The goal is to fulfill the target of 30% of online public services at level 4 by 2020.

The Prime Minister asked ministries, sectors and localities not to fragmentate information and beautify data to be remunerated. Information and data need to be accurate, reliable, transparent, and unified, and digitalization needs to be strengthened, information sharing must move towards building a digital Government of integrity, transparency, action and serving people and businesses. Ministries, ministerial-level agencies, and Government-attached agencies must standardize and electronicize more than 200 reporting mechanisms submitted to the Prime Minister, the Government and the National Assembly to be integrated with the Government reporting system as well as finalize the exemplary standardization and digitization to connect and integrate socio-economic indicators into the National Reporting system.
