THE GOVERNMENT INSPECTORATE OF VIETNAM

Upon the invitation of the State Inspection Authority (SIA) of Lao PDR, from 9th to 11th July, the Government Inspectorate of Viet Nam Delegation (GI Delegation) headed by Mr. Hoang Duc Hung, Deputy Head of Division on the United Nations Convention against Corruption Implementation, Anti-corruption Bureau, attended the 20th Secretariat Meeting of the ASEAN Parties against Corruption (ASEAN-PAC) themed "Enhancing the Collaborative Capacity Building and Anti-Corruption Efforts of ASEAN-PAC Instituitions to Advance the Achievement of the 2030 Sustainable Development Goals" and the ASEAN-PAC capacity building Workshop on investigation and recovery of stolen assets in Luang Prabang, Lao PDR.

According to the 2024 Workplan for International Cooperation, The Government Inspectorate of Viet Nam sent a Delegation headed by Mr. Nguyen Viet Thach, Deputy Director General of Anti-Corruption and Anti-Negativity to the Conference on "Fostering integrity policies and strengthening anti-corruption frameworks in Asia-Pacific” and the Global Anti-Corruption and Integrity Forum 2024 organized by OECD in Paris, France from March 23-29, 2024.

Implementing Article 6, Clause 3 of the Memorandum of Understanding (MOU) and Article 2, Clause 1 of the Terms of Reference (TOR) of the ASEAN Parties Against Corruption (ASEAN-PAC), from 29-30 November, 2023, the Government Inspectorate of Viet Nam (GIV) Delegation attended the 19th ASEAN-PAC Principals’ Meeting. This is an annual event where Heads of ASEAN-PAC member agencies discuss issues of cooperation, share and exchange experiences, good practices in anti-corruption and adopt the important plans and documents of the ASEAN-PAC. The main theme of this year's Principals’ Meeting is "Enhancing the Collaborative Capacity Building and Anti-corruption Efforts of ASEAN-PAC Institutions to Advance the Achievement of the 2030 Sustainable Development Goals".

At the invitation of the Cambodian Anti-Corruption Unit (ACU) - the current Chair of ASEAN Parties Against Corruption (ASEAN-PAC), from 16-17 August 2023, the Government Inspectorate of Viet Nam Delegation attended the 19th ASEAN-PAC Secretariat Meeting in Siem Reap, Cambodia. Attending the meeting were about 25 delegates from 10 ASEAN-PAC member agencies.

On June 15, in Hanoi, Inspector General of the Government Inspectorate of Vietnam (GIV) Doan Hong Phong had a courtesy meeting with Ambassador Extraordinary and Plenipotentiary of the French Republic in Vietnam and his associates. Receiving the delegation were Mr. Nguyen Huu Hoa, Director General of the Department of Organization and Personnel; Mr. Nguyen Manh Huong, Chief of Office and Mr. Nguyen Tuan Anh, Director General of International Cooperation Department.

As authorized by the leader of the Government Inspectorate of Viet Nam (GIV), on March 31, at the headquarters of the GIV, the Department of International Cooperation and some relevant units hosted a reception for Delegation of Directorate-General for Public Administration and Civil Service (DGAFP) and the National Institute of Public Service (INSP) and the Embassy of France in Vietnam.

Implementing Decision No. 188/QD-TTCP dated May 16, 2023 of the Government Inspectorate, the Government Inspectorate Delegation attended the 14th session of the Implementation Review Group and the 14th session of the Open-ended Intergovernmental Working Group on the Prevention of Corruption from 12-16 June 2023 in Vienna, Austria.

According to the 2023 Workplan for International Cooperation, The Government Inspectorate of Viet Nam sent a Delegation headed by Mrs. Trinh Nhu Hoa, Deputy Director General of ICD, to the 11th Regional Conference of the Anti-Corruption Initiative for Asia Pacific (ACI) at the Asian Development Bank’s Headquarters in Manila, Philippines from 09-11 May 2023 at the invitation of The Secretariat.

Upon the invitation from the Anti-corruption Bureau(ACB) of Brunei Darussalam, the current Chair of ASEAN Parties Against Corruption (ASEAN-PAC), on 13th September 2022, a Government Inspectorate (GI) Delegation represented by inspectors from its International Cooperation Department and Anti-corruption Bureau participated in the virtual 18th ASEAN-PAC Secretariat’s Meeting. This annual working-level event aimed to review the Group’s cooperation activities and prepare the working agenda for the upcoming 18th ASEAN-PAC Principals’ Meeting to be held in November 2022 in Cambodia.

Accepting the Invitation of the President of National Anti-corruption Committee of Thailand, 34th ACTWG Chair and 9th ACT-NET Chair, Viet Nam Delegation including representatives from Government Inspectorate of Viet Nam, Ministry of Public Security, Ministry of Justice, State Bank of Viet Nam and Supreme People’s Procuracy led by Mrs. Trinh Nhu Hoa, Deputy Director of International Cooperation Department attended events: 34th ACTWG Meeting (17th Feb), 9th ACT-NET Meeting (18th Feb) and APEC Workshop on Technology for Transparency: Digital Disruption to Corruption (14-15th Feb).

At the virtual 17th ASEAN-PAC Principals Meeting on 30th November, the Government Inspectorate of Viet Nam handed over the ASEAN-PAC Chairmanship to the Anti-Corruption Bureau of Brunei Darussalam.

Following the successful hosting of the virtual 16th Principals Meeting of the ASEAN Parties Against Corruption (ASEAN-PAC) on 9 December 2020, the Government Inspectorate of Vietnam (GIV) took over the Chairmanship of the Group and hosted the virtual 17th ASEAN-PAC Secretariat Meeting in the morning of 22 September 2021. At the Meeting, member agencies adopted the Minutes of the virtual 16th ASEAN-PAC Secretariat Meeting hosted by the National Anti-Corruption Commission of Thailand in August 2020, discussed the revision of the Group’s Memorandum of Understanding, reviewed the activities conducted by GIV as the Chair and on behalf of ASEAN-PAC, and were updated on the hosting of the 17th ASEAN-PAC Principals Meeting by the Anti-corruption Bureau of Brunei Darussalam.

On May 26, the Prime Minister chaired the meeting with GIV’s leaders over the plan implementation, and urgent issues for the coming time, as well as suggestions by GIV. The meeting was also joined by Standing Deputy Prime Minister Truong Hoa Binh, Deputy Prime Minister Le Minh Khai and Inspector General Doan Hong Phong.

The National Assembly carried out the process of approving the appointment of a number of Deputy Prime Ministers, ministers and other members of the Government. After listening to the Standing Committee of the National Assembly reporting the results of the discussion, the Prime Minister explained and received opinions of the delegates, the National Assembly approved the proposal for the appointment of Deputy Prime Ministers, Ministers and other members of the Government by secret ballot.

Implementing the decisions of the State President on personnel work, on April 15, 2021, the Government Inspectorate of Viet Nam (GIV) solemnly held a conference to hand over the task between the Secretary of 13th Party Central Committee cum Deputy Prime Minister Le Minh Khai and Member of the Party Central Committee, new Government Inspector General Doan Hong Phong. Also attending were Deputy Inspector General Nguyen Van Thanh, Deputy Inspector General Tran Ngoc Liem, Deputy Inspector General Dang Cong Huan, Deputy Inspector General Bui Ngoc Lam, Deputy Inspector General Tran Van Minh; Deputy Secretary of the Provincial Party Committee, Chairman of Nam Dinh Provincial People's Committee Pham Dinh Nghi and Members of the Standing Board of Nam Dinh Provincial Communist Party Committee and leaders of departments, bureaus and units under the GIV.

On June 7, at the headquarters of the Government Inspectorate of Viet Nam (GIV), the Party Committee of the Central Agencies announced the Decision on appointing the Secretary of the Government Inspectorate Party Committee for the term 2020-2025.H.E. Mr. HUYNH Tan Viet, member of the PartyCentral Committee, Secretary of the Party Committee of Central Agencies attended the ceremony.

On December 9, virtually connected from the Government Inspectorate of Vietnam, the 16th ASEAN Parties Against Corruption Principals Meeting took place under the theme "Better Governance, Less Corruption”. Government Inspector General Le Minh Khai, Deputy Inspector General Nguyen Van Thanh chaired the Meeting and delegates from the ASEAN-PAC members attended the meeting virtually from 10 ASEAN countries: Brunei, Cambodia, Indonesia, Laos, Myanmar, Malaysia, Philippines, Singapore and Thailand.

On June 11, 2021, the Government Inspectorate of Vietnam (GIV) held a meeting to review progress for the first 5 months of the year and the main tasks of June 2021. The member of the Party Central Committee, Government Inspector General, Mr. Doan Hong Phong chaired the meeting with the participation of all Deputy Inspectors General, Mr. Dang Cong Huan, Mr. Tran Ngoc Liem, Mr. Bui Ngoc Lam, Mr. Tran Van Minh and directors of all GIV’s departments and units.

Under the direction of the Government Inspector General on attending meetings within the framework of the United Nations Convention against Corruption (UNCAC), from June 14 to 18, 2021, the Government Inspectorate’s working group participated online at the 12th Session of the Extended Intergovernmental Working Group on Prevention of Corruption (hereinafter referred to as the Prevention Working Group) and the Implementation Review Group of the United Nations Convention against Corruption (hereinafter referred to as the Implementation Review Group).

The special session of the General Assembly on challenges and measures to prevent and combat corruption and strengthen international cooperation was held from 2 to 4 June 2021 at the United Nations Headquarters in New York, pursuant to General Assembly resolutions 73/191 and 74/276, as well as decisions 74/568 and 75/562. This is the first ever United Nations General Assembly special session against corruption (UNGASS), with online and in-person participation of representatives from member states, regional economic organizations, civil society organizations, and observers all over the world. Under the direction of the Government Inspector General, the Government Inspectorate’s working group in charge of the United Nations Convention against Corruption (UNCAC) followed this Special Session via webcast.

Prime Minister Nguyen Xuan Phuc recently presided over the Launching of the National Reporting system, the Center for Information and Direction of the Government and Prime Minister and announced the 1,000th online public service on the National Public service Portal.

On 17 August 2020, Mr. BUI Ngoc Lam, Deputy Inspector General of Viet Nam chaired an online conference on publicizing the Inspection Conclusion on the observance of the lawson land management and use at Da Phuoc international urban zone project, Da Nang city. Conference participants from the Government Inspectorate include members of the inspection delegation according to Decision No. 2906/QD-TTCP, members of the Supervisory Team, the Director General of Information Center Mr. NGUYEN Duc Thang; Representatives of People's Committee of Da Nang include Mr. TRAN Van Mien, Vice Chairman of the City People's Committee and representatives from other relevant city departments and units.

The Central Steering Committee for Anti-Corruption (the Committee) held its 18th session on July 25, 2020, chaired by Party General Secretary, President and Head of the Committee Nguyen Phu Trong, to look back on its work of the first 6 months of 2020 and outline tasks and priorities for the last 6 months of the year.

After two working days, the 24thMeeting of the APEC Anti-corruption and Transparency Working Group completed all the Agenda items.

After a busy and efficient working day, the Workshop on "Promoting social engagement in fighting corruption" has undergone 03 sessions with interesting and informative presentations by 12 speakers from APEC member economies, international organizations and experts.

For two days from 19-20/02/2017, in Nha Trang, Khanh Hoa province, the 24thMeeting of APEC Anti-corruption and Transparency Working Group (ACTWG) was held in the framework of the first Senior Officials Meeting (SOM 1) of APEC Vietnam 2017.Delegates from APEC member economies, several international and non-governmental organizations attended the meeting.

In the framework of Anti-Corruption and Transparency Working Group of APEC (ACTWG) activities in APEC 2017, on 18/02/2017, the Government Inspectorate of Vietnam, in collaboration with the United Nations Office On Drugs and Crime, organized the Workshop on “Promotingsocial engagement in fighting corruption” in Nha Trang, Khanh Hoa.

(ThanhtraVietnam), On 19/10/2015, the capacity building program for State Audit of Vietnam (SAV) and Government Inspectorate of Vietnam (GIV) was started up at the Korean Board of Audit and Inspectorate (BAI).

​On 12/10/2015, Inspector General Huynh Phong Tranh warmly welcomed the Delegation of the Anti-Corruption and Civil Rights Commission of Korea (ACCK) leaded by Mr. Lee Choong Ho, the Assisstant to Chairman of ACCK on the occasion of the working trip in Vietnam. Attending the meeting included Deputy Inspector General Le Thi Thuy and representative of leaders from Government Inspectorate of Vietnam (GIV).

Under the framework of the trip for visiting and exchanging the experiences with the Government Inspectorate of Laos (GILs), on 3rd of August, at the Vientiane, the high-ranking Delegations of the Government Inspectorate of Vietnam (GIV) leaded by Deputy Inspector General of GIV Tran Duc Luong had the high-ranking Colloquy with the GILs headed by H.E Mr. Khamsuc bunnhavong.

On 21/7, at the headquarter of Government Inspectorate of Vietnam (GIV) , H.E. Mr. Huynh Phong Tranh, the Inspector General of GIV welcomed the high-level delegation of Corrupt Practices Investigation Bureau (CPIB) of Singapore leaded by H.E. Mr. Wong Hong Kuan, the Director of CPIB. Attending the talk also included Mr. Yuen Siu Hong, Vice Ambassador of Singapore in Vietnam, H.E. Mr. Tran Đuc Luong, the Deputy Inspector and the representatives for the heads of some bureaus, departments and units of GIV. ​​

On 15/6, at the Head quarter of Government Inspectorate of Vietnam (GIV), Deputy Inspector Le Tien Hao warmly welcomed the high-ranking Delegation of State Inspection Authority of Laos (SIALs) leaded by Mr. Bun-pon Sang-Som-Sac, Vice Chairman of Committee for Examination, Deputy Inspector of SIALs. Attending the talk and receipt included the Ambassador of Laos and Representatives of Heads of some bureaus, departments and units under GIV.

On 1/6, Deputy Inspector General Le Tien Hao warmly welcomed the delegates from the Board of Audit and Inspection of the Republic of Korea (BAI) leaded by Mr. Sim Ho, The Director of Audit and Inspection Research Institute (AIRI)-BAI.

On 26 May, Mr. Nguyen Huu Loc, Acting Director of International Cooperation Department and Mr. Phi Ngoc Tuyen, Deputy Director of Anti-Corruption Bureau with representatives of Heads of some departments, bureaus and units from Government Inspectorate of Viet Nam (GIV) warmly welcomed the Bangladeshi Delegation. Both delegations shared the challenges, experimental lessons on anti-corruption works.

​On 06th April, Deputy Inspector General Tran Duc Luong welcomed the Delegation of Malaysian Anti-Corruption Commission (MA​CC) leaded by H.E. Mr. Mohd Jamidan Abdullah. Attending the meeting also included the Head of International Cooperation Department, representatives of Head of Planning, Finance and General Affairs Department, Anti-Corruption Bureau.

Under the framework of the working visit at Laos, the senior Delegation of the Vietnam’s Central Committee for Examination (VCCE) and the Government Inspectorate (GIV) leaded by H.E Mr. Mai The Duong, Member of Central Party, Deputy Standing Chairman of the CCE and H.E Mr. Le Tien Hao, Deputy Inspector of GIV hold the talk with the senior Delegation of Laos’ Central Committee for Examination (LCCE) and Government Inspectorate (GIL) headed by H.E Mr. Thong si Uon lasi, Deputy Head of LCCE, Deputy Inspector.

Under the framework of the propagandic activities on the occasion of the Anticorruption Day, 09/12, Government Inspectorate of Vietnam cooperated with UNDP to hold the talk “Together we fight against corruption for the development” and exhibit the printed anticorruptive products, tools within the national, regional and international extent. Nearly 3​00 participants at the talk were the representatives from Central and Hanoi agencies, committees, branches; social and political organizations; international agencies and organizations; universities, research institutes.

On 26/11, the 13th Anti-corruption Dialogue between the Government of Vietnam and the donor community and international development partners under the theme “Anti-corruption preventive measures and asset recovery ” was held in Hanoi by the Government Inspectorate, Ministry of Justice in cooperation with the British Embassy. H.E. Mr. Nguyen Xuan Phuc, the Member of Politburo, Deputy Prime Minister, Deputy Director of Central Anti-corruption Steering Committee participated in and delivered the speech at the Dialogue.

On 18/11, under the cooperation program between the Government of Vietnam and Government of Cambodia as well as the agreement between Government Inspectorate of Vietnam (GIV) and the Ministry of National Assemble-Senate Relations and Inspectorate of Cambodia (MoNASRI), The Inspection Training School of GIV held the opening ceremony of the inspection profession fostering course to 20 officials of the MoNASRI. H.E Mr. Ngo Manh Toan, the professional teacher, Deputy Director of the Inspection School, H.E Mr. Nguyen Trung Kien, Deputy Director of the International Cooperation Department of GIV, H.E Mr. KenBunTha, the First Secretary of Cambodian Embassy in Vietnam and all the students of K16/2014 attended the Ceremony.

On 10th November, at the Headquarter of Government Inspectorate of Vietnam (GIV), Deputy Inspector General Nguyen Duc Hanh welcomed the Delegation of the Korean Audits and Inspection Institute (KAII) leaded by H.E. Mr. Kim Sang Yun, President of KAII. Attending the meeting included representatives of Heads of some bureau, department and units of GIV: Inspection Training School, Personel Department, International Cooperation Department.

On 23rd September, at Ha Noi, Inspector General Huynh Phong Tranh and H.E Mr. Plokhoi Oleg Anatolevich, the Director of Anticorruption Bureau under President of Russian Federation had carried out the signing ceremony of the Cooperation Memorandum between Government Inspectorate of Vietnam (GIV) and the Anticorruption Bureau under President of Russian Federation (ABPRF) on the occasion of the first working visit of the high-ranking Delegation of ABPRF.

On 16th September, Vietnamese Inspector General Huynh Phong Tranh welcomed the Senior Delegation of the Office of Ombudsman of the Philippines. Attending the welcoming included Vietnamese Deputy Inspector General Le Tien Hao and the representatives of the Heads of departments, bureaus and units from Government Inspectorate of Vietnam.

On 25th August, in Da Nang City, Deputy Inspector General Tran Duc Luong chaired the conference on sharing the international anti-corruption experiences with the presence of the Leaders’ representatives from the units of Government Inspectorate of Vietnam (GIV): Anti-corruption Bureau, International Relation Department, Legal Department; Mrs. Evelyn Lam, Head of the Hong Kong Police Force; Mr. Shervin MAILESSI, the Regional Anti-corruption Adviser, the United Nation Office on Drugs and Crime (UNODC) and other representatives of inspectors from Central and Western Highland region.

​​On 22nd July, according to the regulations of the Civil Receipt Law (effective from 01 July 2014), Inspector General of Government Inspectorate of Vietnam (GIV) Huynh Phong Tranh and Minister - Chairman of Office of the Government Nguyen Văn Nen hosted the periodical civil receipt session at the Headquarter of the Central Committee for Civil Receipt (CCCR). Participants of the working session included the representatives of CCCR, representatives of leaders from locations where the civils made complaints and denunciations and other news and press agencies.​​​

​On 7 July 2014, at the Headquarter of Government Inspectorate of Vietnam (GIV), the Senior Delegation of GIV leaded by H.E Mr. HUYNH PHONG TRANH - Inspector General hold a talk with the Senior Delegation of Government Inspectorate of Laos (GILs) leaded by H.E Mr. BUN-THONG CHÍT-MA-NI Member of Politburo, Central Party Secretary, Chairman of Commission for Inspection of Lao People’s Revolutionary Party

On 18 June, GIV cooperated with the Korean Inspection and Audit Agency (KIAA), Korean International Cooperation Agency (KOICA) to organize the conference on strengthening the comprehensive capacity of the Inspectorate system. The conference was chaired by H.E Mr. NGUYEN HUU LOC, Deputy Director General of the Department of International Cooperation, GIV. The attendants included H.E Mr. SIM HO, Director of Korean Research Institute of Inspection and Audit; H.E Mr. KIM SIK HYON, empowered Head Representative of KOICA, speakers and officials of Korean Research Institute of Inspection and Audit and representatives of leaders, officials from departments and units of GIV.

On December 3rd, at the GIV headquarter, Poscis and sponsors worked on the implementation progress of 2013 component projets and 2014 Plan. Attending the working session included H.E Mr Nguyen Hong Giang, Head of Department – Director of Poscis; PMU officials. Representatives of sponsors included H.E Mrs. Carol Backman, the First Secretary, in charge of Development Cooperation, Swedish Embassy; and representatives of Canadian and Danish sponsors.
