Bangladeshi Delegation Government Inspectorate

On 26 May, Mr. Nguyen Huu Loc, Acting Director of International Cooperation Department and Mr. Phi Ngoc Tuyen, Deputy Director of Anti-Corruption Bureau with representatives of Heads of some departments, bureaus and units from Government Inspectorate of Viet Nam (GIV) warmly welcomed the Bangladeshi Delegation. Both delegations shared the challenges, experimental lessons on anti-corruption works.

On behalf of Bangladeshi Delegation, H.E. Dr. Mr. Rashed Uz Zaman, Academic Coordinator thanked GIV Delegation for warmed receipt. According to Mr. Zaman, the Bangladeshi Delegation included 23 middle - level officials (three officials from Myanmarian Government) who were sent to join in the survey trip in 02 countries: Vietnam and Malaysia (focusing on two main areas: development and state management). Referring to the reason why Bangladeshi Government chosed Vietnam as the destination of the survey trip, Mr. Zaman said that Vietnam and Bangladesh have many similarities and challenges on anti-corruption works. He also expressed the hope that the work session will be the good opportunity for Bangladeshi Delegation to learn the anti-corruption experiences from GIV.

At the beginning, Mr. Nguyen Huu Loc briefly introduced to the Bangladeshi Delegation the GIV’s organizational mechanism; Mr. Phi Ngoc Tuyen shared the results and experiences on anti-corruption works. Accordingly, Vietnam has taken many effective measures on preventing and fighting against corruption such as: Propagandizing the Anti-corruption Law; strengthening the popularization and transparency in activities of agencies, organizations and units; setting up and applying the standard norms; rotation of cadres and officials; developing the code of conduct for officials (COC)….and strictly deal with corruptive behaviors as well as strengthening the society’s role in the anti-corruption.  

Refering to challenges on anti-corruption that Vietnam is facing with, Mr. Tuyen said that the corruptive assetss recovery still has shortcomings due to the fact that the corruptors have alot of sophisticated tricks to react, conceal the assets, destroy the documents, legalize the corruptive assets and flee from the country; Vietnam has yet the centralized and transparent assetss declaration centre; the civil judgement execution is still seperated from the criminal procedure process; the behaviors of giving/receiving the bribe to/from the foreign officials and that of public international organizations have not been Criminal Code. Besides, there are other challenges: the incriminalization of illegal enrichment and corruptive behaviors in the private sector; the criminal responsibility of legal entity; the regulations on protecting the witnesses, specialists and  victims; and regulations on international cooperation on witnessess protection should be quickly.

The Bangladeshi delegators raised questions on the Vietnamese anti-corruption measures; corruption causes; the measures on protecting the corruption denunciators; the role of mass media in anti-corruption.... Answering these questions, Mr. Phi Ngoc Tuyen and Nguyen Huu Loc highlighted the role of the leaders; the transparency in operations of agencies, organizations, units; popularization and education on anti-corruption.

At the end of the meeting, the Representative of Bangladeshi Delegation  expressed the hope that both agencies would have chances to exchange, share the experiences, and strenthen the cooperation on all work area.
