GIV Inspector General Huynh Phong Tranh and Minister - Chairman of Office of the Government Nguyen Văn Nen carry out the periodical civil receipt session.

​​On 22nd July, according to the regulations of the Civil Receipt Law (effective from 01 July 2014), Inspector General of Government Inspectorate of Vietnam (GIV) Huynh Phong Tranh and Minister - Chairman of Office of the Government  Nguyen Văn Nen hosted the periodical civil receipt session at the Headquarter of the Central Committee for Civil Receipt (CCCR). Participants of the working session included the representatives of CCCR, representatives of leaders from locations where the civils made complaints and denunciations and other news and press agencies.​​

Based on the plan, GIV Inspector General Huynh Phong Tranh, Minister-Chairman Nguyen Van Nen would receive the civils to consider 06 complaints and denunciations cases. 04 of these cases were in Hanoi, 01 case was the complaint made by many civils in the Da Nang city, 01 case was the complaints on the land issue made by many civils in An Giang province.

 For one working day, two Ministers received and listened to the complaints and denunciations of the civils, the opinions of the functional agencies, and the local governments involved in these cases. The GIV Inspector General and Minister-Chairman of Office of the Government  made the conclusions on specific cases and required: the Bureau for Settlement of Complaints and Denunciations  and Inspection for Region 1 (Bureau 1) and CCCR had to cooperate with the involved local government to review, inspect and verify the issues reflected by the civils in order to settle them as soon as possible and to ensure the legal interest and rights  of the civils as well as the  clarity and strictness of law.

 For the cases having not been agreed by both the functional agencies and the civils, GIV Inspector General and Minister-Chairman of Office of the Government asked the functional agencies, local governments to cooperate with each other to review and submit to the Prime Minister for the solutions. At the same time, the Inspector General also affirmed that GIV would closely monitor the functional agencies’ results of settlement  of each particular case.

 The Inspector General expressed the belief that through the civils receipt sessions regulated by law, the complaints and denunciations having been lasted for many years would be settled soon; complex and severe cases would be reduced more and more in the number. Simultaneously, The Civil Receipt Law would be gradually realized, contributing to the positive changes in civil receipt, complaints and denunciations settlement works.

The Civil Receipt Law which came into effect from 01 July 2014 regulates that GIV Inspector General and Chairman of Office of the Government are responsible for directly receiving the civils at the Headquarter of CCCR for at least one day per month and carrying out the unscheduled civil receipt. All level’s civil receipt works are also specifically guided in Decree No. 64/NĐ-CP dated 26 June 2014 of the Government which came into effect from 15 August 2014. According to this regulations, the civil receipt at Central level will be directly carried out by the Head of agencies and organizations at the Headquarter of Central Civil Receipt or by the Central and State leaders. For the civil receipt at provincial and district level, the provincial and district civil receipt commission will chair and cooperate with agencies, organizations to regularly receive the civils at the civil receipt headquarter or cooperate with involved agencies, organizations, units to make proposals to Chairman of provincial and district People’s Committee to receive the civils periodically or unexpectedly; the heads of agencies and organizations will regularly receive the civils at the provincial and district civil receipt headquarter or the Party and State leaders at the provincial and district level.

 Incase the civils need to make complaints, denunciations, recommendations, and reflections to submit to the central agencies of Party, State Presidents, National Assembly and the Government, they can arrive at the Headquarter of Central Civil Receipt Committee in Ha noi and Ho Chi Minh City./.
